MARPOL: Protecting the wider Caribbean region

MARPOL is the international convention for the prevention of pollution from ships. It is the official international treaty that regulates the disposal ofwastes generated by ships from their normal operations. The convention was formed out of a combination of two treaties that were adopted in 1973 and 1978 and is hence referred to as MARPOL 73/78.

In 1991 Jamaica acceded to five of the Annexes to MARPOL which regulate oil, noxious liquid substances in bulk, harmful substances in packaged form, sewage and garbage

In May 2006 the country acceded to the 1997 Protocol to the Convention which incorporates Annex VI which regulates air pollution from ships. The discharge of Jamaica’s Port State and Coastal State obligations under the Convention are however shared with numerous agencies which include NEPA, MoHW, NSWMA, PAJ, MOAF and the JDFCG.

The Port State obligation which has posed a major challenge for Jamaica has been the obligation to ensure that there are adequate reception facilities at our ports to receive and manage ship generated oil, garbage, noxious liquid substances and sewage.
